BeritaGresik.com – Kapal jenis cargo KM Mitra Konawe bermuatan pupuk kandas di Perairan Bawean, tepatnya di area laut Desa Lebak, Kecamatan Sangkapura, Pulau Bawean.
Kapal yang berlayar dari Gresik dengan tujuan Kalimantan ini kandas, di kawasan perairan desa Lebak kecamatan Sangkapura. Diduga penyebab kapal ini kandas karena menabrak karang, Jumat (24/2/2023) sekitar pukul 02.00 WIB dini hari. Saat ini kapal sedang diselidiki oleh pihak Kantor Unit Penyelenggara Pelabuhan (UPP) Kelas III Bawean. Bahkan, pihak operator kapal juga menyewa penyelam warga sekitar untuk melakukan pengecekan kondisi kapal, apakah menglami bocor atau tidak.
Kepala Kantor Unit Penyelenggara Pelabuhan (UPP) Kelas III Bawean Azwar Anas membenarkan kejadian tersebut. Pihaknya masih melakukan penyelidikan dan pemerikasaan kepada 15 ABK kapal, untuk mengetahui penyebab penyebab kapal kandas.
“Masih proses pemeriksaan. Kami belum bisa memberikan keterangan lebih. Karena saat ini masih diutamakan evakuasi kapal ke tempat yang aman. Termasuk Nahkoda dan ABK kapal,” ungkapnya, Sabtu (25/2/2023).
Terpisah, Ketua Pegiat Konservasi Bawean Muhammad akan melakukan observasi lokasi kejadian untuk keperluan data. Apakah ada dugaan kerusakan terumbu karang atau tidak terhadap kandasnya KM Mitra Konawe di pantai Desa Lebak, Kecamatan Sangkapura, Pulau Bawean, Gresik.
“Kalau nanti sesuai observasi diduga ada kurusakan terumbu karang akibat ditabrak KM Mitra Konawe, yang megalami kandas. Maka, harus diselesaikan melalui jalur hukum,”ungkapnya.
Kapal tersebut lanjut dia, harus dilakukan penyelidikan lebuh lanjut oleh petugas Satpolairud maupun Syabandar, dalam hal ini wewenang Kantor Unit Penyelenggara Pelabuhan (UPP) Kelas III Bawean. Pasalnya, apabila insiden tersebut bisa menyebabkan rusaknya lingkungan maka dapat dilaporkan karena melanggar UU No.32 Tahun 2009 tentang Perlindungan dan Pengelolaan Lingkungan Hidup (PPLH).
“Sebagaimana dalam Pasal 98 ayat (1) UU 32/2009 yang menyebutkan, ” Setiap orang yang dengan sengaja melakukan perbuatan yang mengakibatkan dilampauinya baku mutu udara ambien, baku mutu air, baku mutu air laut, atau kriteria baku kerusakan lingkungan hidup dipidana dengan pidana penjara palung singkat 3 (tiga) tahun dan paling lama 10 (sepuluh) tahun dan denda paling sedikit Rp3.000.000.000,00 (tiga miliar rupiah) dan paling banyak Rp10.000.000.000,00 (sepuluh miliar rupiah),”tambahnya memungkasi.
